Job Ad & Profile Description

Position : ICT Assessment Consultant

RTI International is seeking a qualified consultant to co-lead an Information Communication Technology landscape analysis for the scale-up of the Zimbabwe national Electronic Health Record (EHR) in Bulawayo, Kwekwe, Gweru, Masvingo, and Mutare. The consultant should have experience administering ICT assessments in the health care and e-government settings and understand issues around services and applications required for different types of ICT networks and systems, including interoperability.

Responsibilities:

  • Reports directly to the EHR Landscape Analysis Coordinator.
  • Participates in team planning meetings and adhere to strict timelines for the assessment activities.
  • Maintains a high level of communication and cooperation with RTI and CDC.
  • Works with the EHR landscape coordinator to prepare landscape analysis materials.
  • Assesses the state of existing equipment at facilities to determine suitable for continued use with the EHR.
  • Leads sensitization exercises at the national, provincial, and district Ministry of Health and Child Care (MoHCC) offices to acquire and maintain MoHCC support for the exercise.
  • Supports a literature review, with a specific focus on telecommunication networks and service coverage, as well as overall health information exchange enterprise architecture.
  • Works with EHR Landscape Analysis coordinator to identify champions at the provincial and district levels
  • Travels to facilities in Bulawayo, Kwekwe, Gweru, Masvingo, and Mutare to perform the assessment.
  • Leads ICT infrastructure assessments with help from provincial and district ICT and/or HIS officers.
  • Works alongside provincial electrician to perform network assessment.
  • Leads ICT competency assessments at the facility level.
  • Works with the financial analyst to inventory equipment gaps and perform a costing exercise by district.
  • Works with EHR Landscape coordinator to synthesize and analyze assessment data
  • Co leads development of the EHR Landscape analysis report.
  • Helps disseminate results information as appropriate.
  • Performs other duties as assigned.
Required profile for job ad : ICT Assessment Consultant
  • Bachelor's degree (but a Master's degree is an advantage), or equivalent accreditation if a non-U.S. institution, in computer science, data science or equivalent field with experience in ICT for health and government in low resource settings.
  • Minimum of Five (5) or more years of experience in a private or public entity implementing projects/programs that strengthened health systems, health service delivery, and/or government services with a focus in the ICT realm.
  • Two (2) or more years of experience in a private or public entity designing projects/programs to improve the function of health care facilities and government services using ICT in Zimbabwe or other low-resource country contexts.
  • Diploma level candidates with exceptional and demonstrated experience may also be considered.
  • Understanding of electronic health records systems (experience installing an EHR is a plus).
  • Understanding of network infrastructure (WAN/LAN/WLAN).
  • Experience leading or contributing significantly to an ICT assessment.
  • Experience using internationally accepted concepts, standards and practices in setup and maintenance of ICT enterprise architecture
  • Proven team-work skills and ability to deliver results within specified and often changing timeframes.
  • Experience using qualitative and quantitative analysis skills is an advantage.
  • Excellent oral and written communication skills in English are required.
  • Excellent time management.
  • Experience in report writing.
  • Experience working in Zimbabwe.
  • Experience working in health information systems strengthening, ICT for development, or a related area.
  • Experience working on U.S. Government funded projects and/or internationally funded programs
  • Experience working with the Government of Zimbabwe, Ministry of Health and Child Care a plus.
  • Experience interacting and collaborating with international organizations that specialize in ICT and/or health information systems implementation.
  • Familiar with health information exchange, enterprise architecture and interoperability standards
  • Knowledge of digital health assessment frameworks and tools developed by global and regional health informatics networks is desired.
  • Experience with Health IT business process analysis, workflow, requirements gathering, and specification development.
  • Knowledge of public health informatics theories, principles, concepts, and standards; especially health information exchange standards for interoperability of subsystems.
  • Knowledge of DHIS 2, laboratory information systems, and other clinical information systems.
  • Experience with software quality assurance and software development methodologies.
  • Experience developing and/or using ICT standard operating policies and procedures.
  • Ability to work well remotely with teams in the U.S. and other countries.
  • Must be able to traveling to Bulawayo, Kwekwe, Gweru, Masvingo, and Mutare.
